First Commission established by By-law no. 9642, passed April 16th, 1917. -- City of Winnipeg Municipal Manual 1921, page 39. The Social Welfare Commission was amalgamated with the Unemployment Relief Department under By-law 15221 [passed December 27th, 1939] and its functions and duties taken over by the Public Welfare Committee [of the Public Welfare Department] created by said By-law. -- City of Winnipeg Municipal Manual 1940, page 53. |
